Індекси наукового цитування в Україні та перспективи їх розвитку

Abstract

Головною метою статті є розгляд сучасного стану та перспектив розвитку наявних в Україні індексів цитування – Відкритого українського індексу наукових цитувань (OUCI) та Українського індексу наукового цитування (УІНЦ/UInCit) – з окресленням подальших можливих шляхів їхнього розвитку. Актуальність дослідження обумовлена розвитком цифрових трансформацій у сфері науки в Україні, викликами відкритої науки та потребами аналізу наукової продуктивності і пливу, в т. ч. засобами наукометрії. Під час проведення дослідження застосовано методи узагальнення та систематизації, порівняльного аналізу, а також метод аналогій. У статті розглянуто результати низки наукових досліджень, які стосувалися створення й розвитку індексів наукового цитування, зокрема національних; можливості та перспективи їхнього розвитку, що пов’язані із застосуванням технологій штучного інтелекту та оброблення великих даних, які можуть значно покращити точність пошуку, класифікації та аналізу наукових публікацій. Окрему увагу зосереджено на розвиткові Відкритого українського індексу наукових цитувань. Відповідно до мети в основному матеріалі дослідження розглянуто загальні риси цих двох індексів, недоліки чи прогрес їхнього розвитку та сучасний стан. Вітчизняні проєкти зі створення національного індексу цитування засвідчують актуальність потреби інструментарію аналізу публікацій та цитувань науковців України. Хоча проєкт УІНЦ призупинено вже майже 5 років тому, важливим для нашого дослідження був аналіз методики його створення. Очевидною перевагою Відкритого українського індексу наукових цитувань (OUCI) є його постійна безперебійна робота, яка не залежить від процесів модернізації системи чи інших чинників. Перспективи еволюції та покращення роботи OUCI лежать у площині розвитку й застосування державної політики відкритої науки та відкритих даних, а також інтеграції з національною електронною науково-інформаційною системою «Наука» (URIS). Подальші перспективи наукових розвідок щодо індексів цитування визначаються їхньою взаємодією із іншими цифровими інструментами наукового призначення задля покращення моніторингу наукової діяльності, підвищення прозорості та взаємодії наукових установ, а також забезпечення більш точного аналізу впливу наукових робіт у межах країни. Це дасть змогу не тільки підтримувати наукові ініціативи, а й сприяти розвиткові національних наукових стратегій, підвищуючи конкурентоспроможність наукових досягнень на глобальному рівні.The main aim of the article is to study the current state and perspectives of the development of citation indices available in Ukraine – the Open Ukrainian Citation Index (OUCI) and the Ukrainian Science Citation Index (UInCit) – with outlining possible further ways for their amplification. The relevance of this study is grounded by the development of digital transformations in the field of Ukrainian science, the challenges of open science and the needs in analysing scientific productivity and flow, including by means of scientometrics. During the research conducting, methods of generalisation and systematisation, a comparative analysis, as well as a method of analogies are applied. The article reviews the results of a number of scientific studies related to the creation and development of scientific citation indices, particularly, national ones; the possibilities and perspectives for their development, which are connected with the use of artificial intelligence and big data processing technologies, which can significantly improve the accuracy of searching, classifying and analysing scientific publications. Special attention is paid to the development of the Open Ukrainian Scientific Citation Index. In accordance with the goal, the main material of the study considers the general peculiarities of these two indices, shortcomings or progress of their development and the current state. National projects in creating a national citation index demonstrate the relevance of the necessity for a tool for analysing publications and citations of Ukrainian scientists. Although the UInCit project was suspended almost 5 years ago, an analysis of the methodology for its creation was important for our research. An obvious advantage of the OUCI is its constant uninterrupted operation, which does not depend on the processes of system modernisation or other factors. Prospects for the evolution and improvement of the OUCI activities ground on the development and application of the state policy of open science and open data, as well as integration with the national electronic scientific information system “Science” (URIS). Further perspectives for scientific research on citation indices are determined by their interaction with other digital tools for scientific purposes in order to improve the monitoring of scientific activity, increase transparency and interaction of scientific institutions, as well as ensure a more accurate analysis of the influence of scientific works within the country. This can allow not only to support scientific initiatives, but also to contribute to the development of national scientific strategies, increasing the competitiveness of scientific achievements at the global level.
